The Pennsylvania COSTARS program is the Commonwealth of Pennsylvania’s Cooperative Purchasing Program. COSTARS serves to identify suppliers with whom to do business for eligible public procurement units and state affiliated entities (Members). The program serves as a liaison between the Member entities and suppliers.
The Commonwealth Procurement Codes provides authority for members to engage in cooperative purchasing with the Commonwealth. This authorizes the Department of General Services to enter in cooperative purchasing contracts for use by Members. The DGS requires members and suppliers to be registered as COSTARS members to reap the benefits of the program.
